Procurement Engineer

1. Participates with the project team in defining and developing the scope of Procurement work, and in preparing and coordinating Procurement plans, procedures, schedules, estimates, forecasts and budgets.
2. Contributes Procurement input to the preparation and/or modifications of the project’s prime contract. Prepares and/or directs preparation of general and special conditions for use on all project purchase documents, ensuring that requirements of the prime contract are incorporated.
3. Prepares Procurement workhour requests with the assistance of functional personnel. Monitors project Procurement workhour expenditures, including support offices, to ensure operations are within approved budgets. Evaluates changes, prepares appropriate revisions to the workhour budget, and secures required approvals.
4. When assigned by the global business unit Manager of Procurement, prepares, coordinates, and submits Procurement input to business development proposals, soliciting input from global business unit and Corporate Procurement personnel as necessary.
5. Develops, coordinates, and makes Procurement presentations to project and/or Customer personnel.
6. Requests and prepares any necessary delegations of Procurement authority for Procurement commitments.
7. Determines and secures necessary approvals and monitors project Procurement staffing plans. Coordinates personnel assignments with global business unit and corporate functional managers. Ensures assigned personnel receive orientation and training, particularly in project-unique requirements.
8. Prepares or directs preparation of the project Procurement procedures in conjunction with global business unit and Corporate functional management; contributes to the project procedures; monitors the Procurement team’s implementation of the project procedures; revises procedures and secures approvals as necessary.
9. Participates in the development of the material assignment schedule and the division of responsibility.
10. Coordinates Procurement execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable Procurement to perform its functions in accordance with project plans.
11. Reviews commitment approvals and execution/signature authorities and ensures commitments are made in accordance with Corporate and Procurement policies and procedures.
12. Monitors and evaluates performance of assigned project Procurement personnel. Reviews evaluations with global business unit functional managers and the global business unit Manager of Procurement.
13. Collaborates on personnel development planning for assigned personnel with responsible Procurement managers. Evaluates, advises, and acts to assure the availability of and the participation in development techniques, such as training and rotation to work assignments in other functions of Procurement.
14. Contributes recommendations on annual salary plans to responsible functional managers and/or the global business unit Manager of Procurement.
15. Issues project Procurement status reports to project and global business unit management.
16. Plans and directs the orderly closeout of Procurement operations, including destaffing, settlement of claims and back-charges, and resolving punch list items assigned to Procurement.
17. Prepares, assembles, and issues a Procurement historical report for inclusion in the project historical report.
18. Prepares and edits presentations describing Procurement methods, trends of lead times, prices, or other relevant information within Procurement’s scope of activities.
JOB KNOWLEDGE:
- Proficient and experienced in one or more Procurement functions.
- Experienced in project planning and operations, including both office and jobsite locations.
- Working knowledge of Engineering, Construction, and Quality procedures.
- Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
- Knows the applicable Corporate and global business unit policies and instructions, and Procurement procedures and guidelines that affect the work.
- Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code.

Salary Grade Determination
- Manages the project Procurement activities of a large team of personnel for a large project.
- Directs or performs estimate/budget preparation. Ensures active participation by Procurement personnel in budget and cost-control activities.
- Initiates planning and project execution activities; leads project Procurement startup team.
- Integrates interface relationships created by Customer participation in Procurement’s functional operations, and manages Customer contacts on Procurement matters.
